Methodology
Our shortlist blends three types of signals: official crime and governance context, international travel advisories, and traveler reviews on MapSur.
We also weigh welcoming and inclusivity, because traveler safety is not only about violent crime. Some indicators are city-level, others are national, and coverage is not perfectly uniform across Europe.
Scores are on a 5-point scale, where 4.5+ signals very strong overall comfort, 4.0 to 4.4 signals strong with normal city caveats, and 3.0 to 3.9 signals workable but with meaningful caveats for specific traveler profiles.

Regularly ranked in the world's top livable and safest cities. Excellent public transport, low violent crime and a calm overall atmosphere.
Amsterdam, Netherlands
Diverse, easy to navigate and strong on infrastructure. Petty theft exists, but the broader traveler-safety profile remains strong.
Prague, Czech Republic
Often perceived as easier and calmer than many larger capitals, with positive traveler sentiment in the central districts.
Barcelona, Spain
High cultural appeal and strong traveler energy, with the main caveat being heavy petty theft in the busiest tourist corridors.
Berlin, Germany
A strong option for diverse travelers thanks to its scale, nightlife and openness, even if comfort varies by neighborhood and time of day.
Rome, Italy
Excellent on violent-crime context and traveler appeal, though theft and harassment remain practical caveats.

The bottom line
Europe still concentrates many of the world's strongest traveler-safety signals, but the picture is more varied than a single ranking can show. Lisbon, Copenhagen, Vienna and Amsterdam lead this 2026 shortlist on overall comfort. Prague, Barcelona, Berlin, Rome and London remain strong with normal city caveats. Istanbul is workable for many travelers but requires more profile-aware planning.
